Britain to overhaul benchmark rules to cut industry burden

The United Kingdom is preparing to reform its regulatory framework for financial benchmarks, aiming to reduce compliance costs for the industry and concentrate supervision on benchmarks that represent significant risks to the financial system.

Many sectors, including commodity trading, foreign exchange, bond issuance, and derivatives clearing, depend on benchmarks to allocate capital and manage risk across the economy. Well-known examples include the FTSE 100, which tracks the largest companies listed in London, and various indices that focus on specific market segments such as company size or sustainability criteria.

Under the current system, all benchmarks produced in the UK fall under regulatory oversight. The proposed changes would narrow this scope so that only benchmarks deemed systemically important to UK financial markets remain regulated, based on defined risk criteria.

According to the finance ministry, this reform could reduce the number of benchmark administrators by as much as 80% to 90%. Industry participants have been invited to provide feedback on the proposals, with consultations open until March 11, 2026.

Regulators have stated that the new approach would better reflect current market realities and remove unnecessary regulatory pressure. The move follows a similar shift in Europe, where recent revisions significantly reduced the number of benchmarks subject to mandatory regulation.
